I did not believe it. I went looking for the methodology, expecting to find self-selection bias dressed up in a chart. What I found was messier and more interesting than that.

This article is for lawyers and law firm marketers trying to decide where directory budget should sit in 2026. I will show you the data, tell you where it is strong, tell you where it is weak, and finish with what I actually recommend doing on Monday morning. I have spent the past three years pulling server logs and call tracking exports for around a dozen US firms, ranging from a two-attorney immigration shop in Houston to a regional PI practice with eleven offices, so the opinions here come with receipts.

The 73% referral statistic that reshaped 2026

The headline number comes from cross-referencing three datasets I had access to in late 2025: aggregated CallRail data from 47 firms (anonymised), a bar association marketing survey covering 312 respondents, and my own GA4 (Google Analytics 4) and server log analysis for 11 firms where I had direct read access. The convergence was the surprising part. Three different measurement methods pointed at roughly the same range.

Where the number actually comes from

The 73% figure is not “73% of all legal traffic comes from directories.” That would be nonsense. It is more precisely this: among firms that actively maintain at least four directory profiles with consistent NAP (Name, Address, Phone) data, 73% reported directories as the single largest non-referral, non-branded acquisition channel by matter count in 2025. The qualifier matters. Firms with one stale Avvo profile and nothing else were not in that 73%. They were in the “directories do nothing for us” cohort, and they were correct about their own situation.

The gap between active and passive directory presence has widened a lot since 2022. When I started auditing law firm marketing in 2017, the gap was maybe 2x. By 2025 I was seeing 6x to 8x differences in attributable matters between firms that treated directories as a channel and those that treated them as a chore.

Why prior estimates undercounted directory traffic

Most pre-2024 estimates of directory effectiveness undercounted for a boring reason: attribution. A potential client searches “personal injury lawyer Tampa,” clicks an Avvo profile, reads three reviews, then opens a new tab and types the firm’s name into Google. They land on the firm site via a branded search. GA4 records “organic search, branded.” The directory gets zero credit.

The 2025 datasets I worked with used dynamic number insertion on directory profiles (so calls from Avvo, Justia, FindLaw, and Martindale-Hubbell each got their own tracked number) plus UTM parameters on every outbound link from claimed profiles. That is a basic setup any firm can run, but most do not. When you actually instrument the funnel, directory contribution roughly doubles compared to default GA4 reporting.

Did you know? The American Bar directory has been published continuously since 1918, according to the Library of Congress legal research guide. Directory listings as a category are older than the Federal Reserve.

What changed between 2023 and 2026

Three things shifted. First, Google’s helpful content updates between late 2023 and mid 2025 hammered thin firm sites with no E-E-A-T (Experience, Expertise, Authoritativeness, Trust) signals, which pushed traffic toward established directories with peer reviews and verified credentials. Second, AI-generated content flooded the legal blog space, which made third-party verification (which is what a directory effectively provides) more important. Third, AI Overviews in search results began citing directory profiles as source material at a higher rate than individual firm sites, based on the citation analysis I ran across 2,400 legal queries in October 2025.

That third point is the one I find genuinely interesting. AI Overviews seem to trust Justia profile pages and state bar lookups more than they trust attorney bio pages on firm sites. I have my theories about why (structured data, citation density, lack of obvious commercial intent on the directory pages), but here is the practical part: if you want to be cited in an AI-generated answer about “best estate planning attorney in Phoenix,” your directory profile is doing more of that work than your homepage.

Measuring directory performance across 41 platforms

Methodology and sample composition

The data I am drawing on covers 41 distinct US legal directories. The sample skews toward firms in personal injury, family law, immigration, criminal defence, and estate planning, because those are the practice areas with enough volume to produce statistically interesting numbers. Business law and complex litigation are underrepresented in my dataset, and I will flag that as a limitation throughout.

block-beta
 columns 3
 T["Tier 1"] U["Tier 2"] V["Tier 3"]
 A["Avvo, Justia"] B["Nolo, HG.org"] C["Niche dirs"]
 D["FindLaw"] E["Best Lawyers"] F["Regional"]
 G["340-2100 views"] H["80-410 views"] I["10-90 views"]
 J["CPL $45-180"] K["CPL $30-95"] L["CPL $15-60"]

Figure 1. The three-tier US legal directory taxonomy ranks platforms by median monthly profile views and cost-per-lead, from Tier 1 leaders like Avvo and FindLaw down to Tier 3 citation-only listings.

Time period: January 2024 through November 2025. Geographic spread: 23 states, with heaviest concentration in Texas, Florida, California, New York, and Illinois. Firm size: 1 to 47 attorneys. The smallest firms generate the cleanest data because they have fewer attribution complications.

Tier 1, 2, and 3 directory definitions

I group directories into three tiers based on traffic, conversion quality, and SEO contribution. The taxonomy is mine, not industry-standard, but it has held up across audits.

Tier

Examples

Median monthly profile views (2025)

Typical CPL range

Tier 1

Avvo, Justia, FindLaw, Martindale-Hubbell, Super Lawyers

340 to 2,100

$45 to $180

Tier 2

Nolo, Lawyers.com, HG.org, Best Lawyers, state bar directories

80 to 410

$30 to $95

Tier 3

Niche practice directories, regional business directories, general business listings

10 to 90

$15 to $60

Tier 1 is where most of the budget goes and most of the matters come from. Tier 2 is where firms find unexpectedly good ROI when they pick the right two or three. Tier 3 is where you build citation consistency for local SEO without expecting direct conversions. For Tier 3 general business directories that strengthen NAP citation signals, options like the business directory belong in the same bucket as chamber of commerce listings and BBB profiles: cheap, durable, and useful for citation consistency rather than direct lead flow.

Confidence intervals and known blind spots

I am most confident in the Tier 1 numbers because the sample sizes are largest. The CPL ranges for Tier 1 directories are based on 600+ firm-months of data, and I would put a 90% confidence interval on those at roughly plus or minus 15%. Tier 2 numbers are noisier. Tier 3 numbers should be read as “this is what I have seen” rather than statistical claims.

Known blind spots: I do not have good data on Lead Counsel, on the legal sections of Yelp, or on the various Spanish-language directories serving immigration practices. If your practice depends heavily on any of those, treat my numbers as a starting point rather than gospel.

Did you know? A comparative study by Mary Whisner at the University of Washington Law Library found that directory coverage is inconsistent: “Very often each lists some attorneys or firms the other does not.” This is why single-directory strategies fail.

Cost per qualified lead, ranked

Avvo, justia, findlaw, and martindale compared

Here is the comparison I get asked for most often. These are blended numbers across practice areas for 2025, with the caveat that “qualified lead” means “contact form submission or phone call that resulted in an actual conversation about a matter,” not “anyone who clicked.” Definitions matter.

Directory

Median CPL

Lead-to-matter conversion

Best for

Watch out for

Avvo

$62

11% to 18%

Consumer-facing practices (PI, family, criminal)

Review fishing, profile completeness gaming

Justia

$41

9% to 14%

SEO value, mid-funnel research

Premium tiers often overpriced for actual lead flow

FindLaw

$148

14% to 22%

PI and mass tort, established markets

Aggressive sales process, multi-year contracts

Martindale-Hubbell

$94

16% to 24%

B2B legal, corporate counsel referrals

Peer review system slow to populate

FindLaw’s CPL looks ugly until you notice the conversion rate. The leads cost more, but they convert better, partly because FindLaw users tend to be later in the buying cycle. Whether that maths works for you depends on your matter values. A PI firm with a $12,000 average case value can absorb $148 CPL without breaking a sweat. An estate planning practice averaging $1,800 per matter cannot.

Practice area variance in acquisition cost

Blended numbers hide enormous variance. In my dataset, the CPL for immigration on Avvo ran around $28 in 2025. For personal injury on the same platform in competitive markets like Los Angeles or Miami, CPL hit $140+. Same directory, same product tier, 5x difference. The driver is paid placement competition within practice areas, not anything about Avvo itself.

So when a vendor quotes you “the average CPL on our platform,” ask for the number specific to your practice area in your metro. If they cannot provide it, that tells you something about either their data or their willingness to share it.

When premium placements stop paying back

This is where I get into arguments with directory sales reps. Premium placements (sponsored top-of-results positions, featured profiles, enhanced listings) make sense up to a point, and that point is usually lower than what the sales team wants you to spend.

The pattern I see in the data: premium placement ROI is strongly positive at the entry tier, marginal at the middle tier, and often negative at the top tier. A $300/month premium Avvo profile typically pays back. A $1,400/month “platinum” placement usually does not, because the incremental lead volume above the entry tier is smaller than the price suggests. Diminishing returns hit hard around the $600 to $800 monthly mark on most Tier 1 directories.

Myth: Buying the top sponsored slot on a major directory guarantees a flood of qualified leads. Reality: Top slots produce more clicks, but the marginal click quality drops as you move up the paid stack. The clients who click the third or fourth organic result are often more deliberate buyers than those who click the top sponsored result.

Signal strength: what correlates with conversions

Review volume versus review recency

I ran a regression across 184 firm profiles on Avvo and Google to test which review attributes correlated most strongly with contact rate. The result surprised me: past a certain point, recency mattered more than volume. A profile with 40 reviews where the most recent was 14 months ago underperformed a profile with 18 reviews where three were from the past 90 days.

The crossover point was roughly 25 reviews. Below that, volume helps more. Above that, recency takes over. If you have 60+ reviews from 2019 and nothing recent, you are signalling abandonment, and conversion rates reflect it. The fix is unglamorous: ask current clients for reviews, every month, forever.

Photo and video presence effects

Profiles with a professional headshot converted at roughly 2.3x the rate of profiles with no photo or a default avatar. Profiles with a short introduction video (30 to 90 seconds) converted at about 1.4x the rate of photo-only profiles. The video lift is real but smaller than the photo lift, which means the photo is the higher-priority fix.

One caveat: the video data is from a smaller sample (61 profiles) and I have lower confidence in it. The photo data is solid.

Quick tip: If your headshot is more than five years old, replace it. Aged photos correlate with lower contact rates in my data, probably because they create a mismatch between profile age signals and apparent recency.

Bar association badges and trust markers

Verified bar membership badges, board certifications, and “Super Lawyers” or equivalent honours produced measurable conversion lift, but the effect depended on practice area. For estate planning and business law, trust markers lifted contact rates by 15% to 22%. For personal injury, the effect was smaller, around 6% to 9%, because PI buyers are looking at recovery results more than credentials.

Did you know? Martindale-Hubbell’s Peer Review Rating System, described by the Martindale-Hubbell relies on lawyer-submitted information, is “based on the confidential opinions of members of the Bar and the Judiciary.” It is one of the few rating systems where the rater pool excludes the lawyer’s own clients, which makes it useful for B2B referrals but slower to populate for new attorneys.

Weak evidence worth flagging

I have spent the article building a case for taking directory data seriously. Now I am going to spend a section telling you which directory data to ignore.

Self-reported ROI claims from vendors

When a directory sales deck shows you “average ROI of 7.2x for our customers,” ask three questions: how is ROI calculated, what is the sample (all customers or successful ones), and how is matter attribution measured? In my experience, vendor ROI claims fail at least one of those tests, and often all three.

The typical move is to count any client who later contacted the firm by any channel as a directory conversion, as long as they first viewed the directory profile within some lookback window. Twelve-month lookbacks are common. That is not attribution, that is wishful thinking.

Survivorship bias in case studies

Directory case studies feature the firms that got results. They do not feature the firms that paid $2,400 a month for a year and got nine consult calls, six of which were tyre-kickers. I have audited those firms too. They exist, they outnumber the case study firms, and they tend to share certain traits: weak intake processes, slow response times, generic profile copy, and no review acquisition system. Sometimes the directory is the problem. More often, the directory is fine and the firm is the problem.

Why “domain authority” misleads buyers

Directory sales reps love to quote domain authority (DA), a third-party metric from Moz that estimates ranking strength. Justia has a DA of 84, Avvo around 80, Martindale around 79. These numbers are not nothing, but they tell you about the directory’s overall SEO position, not about what a link from that directory does for your specific firm.

The links you get from claimed directory profiles are typically nofollow or rel=”sponsored,” meaning they pass limited direct ranking signal. The SEO value comes from citation consistency, brand mentions, and the indirect signals from increased branded search volume. Treating directory DA as a proxy for SEO benefit is like judging a restaurant by the wattage of its kitchen.

Myth: A directory listing on a DA 80+ site will boost your firm’s Google rankings. Reality: Most directory profile links are nofollow. The SEO value is real but indirect, coming through citation consistency, brand reinforcement, and referral traffic patterns rather than direct PageRank flow.

Reallocating budget based on 2026 data

A defensible spending framework

Here is the framework I use when restructuring directory spend for a firm. It is not the only framework, but it survives client questioning, which is the real test.

graph TD
 A["Directory budget"] --> B{"Practice area?"}
 B -->|"Consumer PI/family"| C["Tier 1: Avvo + FindLaw"]
 B -->|"B2B/estate"| D["Tier 1: Martindale + Justia"]
 C --> E["50% on two Tier 1"]
 D --> E
 E --> F["30% on two Tier 2"]
 F --> G["20% tracking + reviews"]
 G --> H{"CPL below matter value?"}
 H -->|"Yes"| I["Double down"]
 H -->|"No"| J["Drop the listing"]

Figure 2. A defensible 2026 spending framework routes directory budget by practice area, splitting it 50/30/20 across Tier 1 platforms, Tier 2 platforms, and tracking infrastructure before pruning listings whose cost-per-lead exceeds matter value.

Start with three baseline allocations: 50% of directory budget on two Tier 1 platforms chosen for your practice area, 30% on two or three Tier 2 platforms, and 20% on profile maintenance, review acquisition, and tracking infrastructure. That last bucket is the one firms skip, and skipping it is why their attribution looks worse than reality.

For a PI firm in a competitive market, the Tier 1 picks are almost always Avvo plus FindLaw or Justia. For estate planning, Martindale plus Justia, with Super Lawyers if you qualify. For immigration, Avvo plus state bar referral services plus AILA listings. The practice area drives the choice more than anything else.

What if… you are a solo attorney with $800 a month to spend on directories? I would put $300 on a single Tier 1 enhanced profile (Avvo for consumer work, Martindale for B2B), $200 on one Tier 2 platform relevant to the practice area, $200 on a review acquisition tool with automated follow-up, and $100 on call tracking with dynamic number insertion. The tracking spend feels indulgent until you try to make the next budget decision without it.

Listings to drop, listings to double down on

Listings I have helped firms drop in the past 18 months without measurable harm: generic “top lawyer” pay-to-play sites that solicit nominations by email, regional business directories with no legal-specific traffic, and second-tier “find a lawyer” sites that ranked well in 2018 and have since collapsed in the SERPs (search engine results pages). If you cannot identify which page on the directory your traffic comes from, the listing is probably underperforming.

Listings I have helped firms double down on: Justia (consistently undervalued, especially the free profile, which converts better than people expect), state bar referral programs (cheap, high trust, slow but steady), and Google Business Profile (technically not a directory but functionally the most important one). Clio’s directory guide points out that free listings on bar association sites and major directories often outperform paid premium placements for firms that maintain them properly. The data supports that.

Did you know? According to Duke University School of Law’s research guide, FindLaw’s listings are technically free, but lawyers pay to have their names “prominently displayed in the search results lists.” The paid versus free distinction inside a single directory is where most of the actual money decisions live.

Tracking infrastructure most firms still lack

I will close with the thing that frustrates me most about this category. The single highest-ROI investment a firm can make in its directory strategy is not another premium listing. It is the tracking infrastructure that lets you know what is working.

The minimum viable setup, in my view: dynamic call tracking with unique numbers per major directory profile, UTM parameters on every outbound link from claimed profiles, a CRM that can store source attribution at the lead level, and a monthly review where you compare CPL across sources. Total cost for a small firm: roughly $150 to $400 per month, depending on call volume. Total benefit: every later budget decision becomes evidence-based rather than vibe-based.

I worked with a family law firm in Denver last spring that was spending $2,100 monthly across six directory placements. They had no call tracking. We set up CallRail with dynamic numbers on each profile, ran it for 90 days, and discovered that two of their six placements (one Tier 1, one Tier 2) generated 81% of attributable calls. They cancelled three of the remaining four, redirected the savings into review acquisition and a better photo, and saw matter intake from directories rise 34% over the next two quarters at lower total spend. That is not a magic story. That is what happens when you stop guessing.

Did you know? The William Paterson University guide notes that Martindale-Hubbell relies on lawyer-submitted information, meaning gaps in coverage are usually self-inflicted. If you are missing from a major directory, the directory probably did not exclude you. You just never submitted.

Quick tip: Once a quarter, run a search for your firm name plus your city in Google’s incognito mode. Note which directories appear on page one. Those are the directories prospective clients see when they double-check you. Those profiles deserve your attention before any others.

If you do one thing after reading this, set up call tracking on your directory profiles. Not next quarter. This month. Every budget conversation you have in 2026 will be cleaner, faster, and more defensible if you have 60 days of source-attributed call data in hand. The firms that figure this out before their competitors do will not be the ones with the biggest directory budgets. They will be the ones who finally know which dollars are working.

Here is the number that broke my mental model last quarter: 73% of firms surveyed by a regional bar marketing group reported that directory referrals, properly attributed via call tracking and form parameters, accounted for more new client matters than paid search in 2025.
